the debate, your reaction. follow our live coverage on c- span, c-span radio, and c- span.org. >> defense secretary leon panetta today said it was obvious the killing of four americans at a u.s. consulate in libya was a terrorist attack. he also said more attacks on american soldiers by afghan soldiers are likely. the remarks came this afternoon with the chairman of the joint chiefs of staff. >> since the general dempsey just returned from the war front, we thought it would be worth making some comments on afghanistan -- since the general did see just returned from the war front -- since general dempsey just returned from the war front. i will invite general dempsey to share his comments as well. last week, we completed the drawdown of 33,000 surge forces that the president ordered to afghanistan in december 2009. as i said in announcing this milestone last week, it is clear that the surge allowed us to turn a very important corner in 2011. it accomplished the primary objectives of reversing the taliban's momentum on the battlefield and dramatically increased the size and capability of th

dimensions of cyber innovation both on the threat side and the defensive side. we are also joined by paul nguyen. he looks nice and all this but he's one of these guys that if you dig deep into his past he's a cool hacker. [laughter] he has a hacking pass and he put that past to good use. so we have to who really understand what the cutting edge of what's going on. let me open up, would you think about innovation, i am not an x. or industries by two very much realize, it has been discussed in this morning and perhaps a clichÉ of the young man in the philippines years ago who hatched the love bug virus. it just seems to me that we have evolved so much of far beyond us you've got stuxnet, major innovation. you still have the paul nguyen after just having fun and hacking into systems. but i would love to get a quick snapshot of how you both see this date like them both in the court world at the national security world of what you think the biggest headlines are. as you do what i want to throw one buys out and get, particularly catherine state, i would've these in glossy magazines called sov

is -- who answer the answer and where do we find it? but i see things -- i've been with the defense department for 35 years. everything is sigh saturday silent. i'm hoping you will do something about that in the educational system. starting with -- [inaudible] >> yeah. a lot there. both -- a couple of things. ultimately the question is what do we value? what skills are we trying to teach? .. >> it is clearly not the norm. it is clearly more the exception. i always get asked, what's the appropriate federal role. i think about that every day, what's our role, the state role, the local role. one of the best uses of time and resources, i think, is for us to shine a spotlight on best practices to help with more resources, with more flexibility, whatever it might be. so wherever we're seeing those skill sets being taught, shining a spotlight, convening groups of teachers and principals to talk about those things, we think, are really, really important. so we can help to try and build that culture. long way to go. the other thing that's emerging that i'm really interested in that's related

in northern virginia, technology and defense jobs, and using them as pawns to a demand higher taxes or a budget deal. now, these are tough times, but out of adversity, we can create a more confident, caring, and prosperous america, and that is a positive agenda i will forward to discussing today, and the ida is what is best for the virginia businesses. >> governors, thanks to both of you. this is a high-profile senate race for the nation, certainly very important for the commonwealth, and it is also occurring in the shadow of the presidential debate, so i want to ask you about 47% we heard about this week. governor romney in summer marks at a fundraiser taped earlier this year talked about how there is some 47% of the people that do not pay federal income tax. he said that he believes they are -- that they feel they are victims, that the government needs to take care of them, and that they are entitled to housing, you name it. part of that 47 percent said. what would you do about that? do you think that should change? and what do you think, generally, about too many virginians, too

programs for defense companies, transportation companies. they get federal dollars so they can do these programs. these programs go away january 1st pairs of these companies including defense, health care, transport will have to notify employees by november, the end of october to notify employees their jobs are cut. so in addition to the largest tax increase were going to see since world war ii, were also going to see a host of layoffs at year-end, all as a result of ignoring the fiscal class, which is why there is so much talk about it. so you know, i do think we are walking on shaky ground and unfortunately the president has been unable to provide the leadership required to get these two groups together, the right and the left. you know, part of the job of the commander-in-chief has to be to compromise and bring these two groups together. for congress to say we're going on vacation for five weeks and then come back and say we go away again until after the election, with nothing done about the fiscal class is truly irresponsible. and the fact that the leadership -- there is no le

. and the implications for missile defense. and then from then i will move on to conclude. in the case of iran, which i think we can say this every now again in the nose, and i saw just yesterday a story about will israel deliver an october surprise. the fundamental problem here is, is the possibility of a cuban missile crisis in the middle east. and to understand this, we briefly go back to what nikita khrushchev had in mind. khrushchev, in 1961, met in june with president kennedy, the enemy. and he pushed kennedy a round. kennedy himself said later he really beat me up. he decided that kennedy was not up to it, and kennedy said what about the possibility of -- i'm paraphrasing not having a transcript in front of me -- what about the possibility of miscalculation? you have to be careful. and khrushchev sent miscalculation, miscalculation. i don't want to hear this word of miscalculation. i'm tired of hearing it. so in 1961, khrushchev decided partly, many because of the summit, that he could pushed kennedy a little further. so what he did was, working with the east german leader, they begin the berlin

here in northern virginia. virginia technology and defense jobs, and using them as pawns demand higher taxes, higher taxes for a budge deal. now, these are tough times, but out of this adversity, we can create a more confident, caring and prosperous america, and that's the positive agenda i look forward to discussing today, and the test is which approach is best for job creating virginia businesses. >> moderator: governors, thanks to both of you. i want to begin by talking about the role of government in virginia and the country. this is a high-profile senate race for the nation, certainly very important further commonwealth, and it's also occurring in the shadow of the presidential debate. i'd like to ask you about the 47% that we heard about this week. governor romney, in some remarks that were taped at a fundraiser earlier this year, talked about how there's 47% of the country that does not pay federal income tax. he said that they believe they are victims who believe the government has a responsibility to care for them, who believe they are entitled to health care, to food, to hous

these political games for the armed services. we need to have a strong economy and national defense. but the last thing we need to be doing is having these devastating cuts to our military readiness and that's what has to happen is stop these devastating cuts, come up with the cuts that have the right priority and make sure the men and women protecting our safety and our freedoms here have the best armments, the best equipment and making sure we get those good paying jobs and technology and defense here in virginia and not use then am a pon to raise taxes. >> no one's talking about using the military or veterans as pons, i mean, i haven't heard that stated except george kind of throw in that charge at me and that's the kind of charge that you ought to be more careful about. i take second to no one in appreciating the service of our folks in active service and in our military i was governor in the middle o two wars. our virginia guards people, 1,500 of them deployed. i went to the deployments and the wakes in afghanistan and i celebrate the fact that all units are home. we have to get to a resolve

is the technology. i am curious to your view of the effects of missile defenses with to have a lot of different arms control. >> it is good to see you. a picture of arms control over the next few years, from the perspective of president obama, and he has made no secret of the fact of his initiative that he is eager to pursue step-by-step in reductions of nuclear weapons. that is one priority goal for this administration. it is a preamble to the start treaty. it is a goal they have both articulated. i think we will be looking for ways to accomplish those for the reductions. it laid out three goals for the next round of negotiations. he said we want to seek reductions in non-strategic nuclear weapons, non-deployed nuclear-weapons, and for the reductions and deploy nuclear weapons. to those three categories are new to the arms reduction process. we've always gone after weapons that are deployed on their delivery vehicle. this is what we have always counted and reduced. this is what you can see even from overhead satellites. it is important to recognize the next age of arms control but president obama h

gets defensive, that's when he makes mistakes. the $10,000 bet came when governor romney was being defensive about his health care policy and there have been other instances where other debaters have been able to get him on the defense and when that happens, he tends to look bad. >> bill: all right. you know that president obama is going to try to do that. he's going to question his health care criticism, his flip flops on various issues. he's going to press him from very specifics on your tax program and what you're going to phase out as far as deductions are concerned, all of that. is the governor going to be able to parry, can he parry? can he think fast enough on his feet to block inevitably what's going to come his way? >> he absolutely can. if you remember the debates with newt gingrich, speaker gingrich was challenging him on his immigration policy. he was really going after him about deporting grandmothers and he thought on his feet and came back with a great response. we can't deport 11 million grandmothers. there aren't 11 million grandmothers that we're deporting. so he

in defense cuts over the next 10 years. the department of defense estimated that president obama's defense cuts could result in as many as 1.5 million jobs lost. what can president obama to win the veteran vote? when you are talking about numbers like that in this economy. >> it is important to point out ryan budget cuts veterans benefits by 13%. it is important for the president to emphasize what he has done for the military and veterans, whether it is aid for military families or whether it is increasing benefits for veterans or his post 9/11 g.i. bill there's a strong record he has to try on and he should tuck about that. >> heather: trey what about those numbers? >> you will not be able to convince veteran vote there's republicans are not going to stand up for them. they will be there for him, they know regardless of the budget cutting republicans are proposing which is much needed in this town in terms of the waste, fraud, abuse or unnecessary spending that they are going to be there for our military that has never been a question. >> heather: defense secretary panetta says the cuts w

in the department of defense for managing the supply chain and then all of a sudden decide that you are going to apply that single solution to everything the department of defense by is. we wouldn't people to buy anything if that were the case. >> the only thing i would add is the trusten suppliers of objects but also as melissa referred to in her talk those that support those things the trust that might install or maintain them as well. >> i think we are talking about multiple definitions of a trusted supplier to the if you look at it from the business point of view, many of the supply years have to go through a set of requirements that means whatever those security brandt integrity of the overall company whether it's a background investigation the companies have to go through to supply to other companies to meeting all of the legal requirements, for example the corruption act for mean osha standards and i'm just citing the ones in the united states they have to meet the requirements of many different countries laws, and sometimes it is difficult to become a supplier to a high brand-name a a

as little as $17,000 a year will then will be put in jeopardy, the hundreds of thousands of defense and technology jobs, and in my view, the men and women in our armed forces should never be used as a political bargaining chip to raise taxes on job creating small businesses. >> when you eliminate deductions, would you do that for everyone or high income earners? >> first, i'll point out the last rhetoric about taking veterans hostage on economic issues. that's exactly the kind of name calling we've got too much of in washington. we can debate policies, but that's the name calling we've seen too much in washington, and what's wrong with washington is not going to be fixed by more of that. now, back to the issue. george talked about his tax proposal. he was a u.s. senator. he was a senator for six years. during his time in the senate, his fiscal policies turned masses surpluses into massive deficits. the federal deficit went up $16,000 every second george allen was the united states senator. voted to raise the debt ceiling four times, voted to raise his own salary four times. now he's

and injuring hundreds of thousands of jobs in northern virginia, technology and defense jobs, and using them as pawns to a demand higher taxes or a budget deal. now, these are tough times, but out of adversity, we can create a more confident, caring, and prosperous america, and that is a positive agenda i will forward to discussing today, and the ida is what is best for the virginia businesses. >> governors, thanks to both of you. this is a high-profile senate race for the nation, certainly very important for the commonwealth, and it is also occurring in the shadow of the presidential debate, so i want to ask you about 47% we heard about this week. governor romney in summer marks at a fundraiser taped earlier this year talked about how there is some 47% of the people that do not pay federal income tax. he said that he believes they are -- that they feel they are victims, that the government needs to take care of them, and that they are entitled to housing, you name it. part of that 47 percent said. what would you do about that? do you think that should change? and what do you think, generall

. it is not a good feeling. the defense minister says that when it comes to military spending, the iron dome defense system, remember this is not the first time that egyptians ransacked an embassy. they ransacked the israeli embassy eight months ago. this is the second time in one year that in egypt embassy is fair game. the prime minister called obama immediately and obama got on of holland -- the phone and said, do something about this. protect these people. she will routinely say that this is the best president in american history in terms of support for israel. in terms of military spending, we have never got more support. but if you ask people on the street, they have a very different reading of the feelings of obama to israel. >> i had taken the position up until recently that israel should not be an issue in the race because the parties are both supportive of israel. it should relate to the domestic issues where there is clear cleavage between the two. that has been my position. i don't think that anyone can rightly say that president obama is the best president. i think reagan was. i think s

, and reintegrate the revolutionaries in the defense and interior ministries, as well as other state institutions. before the first time since independence, we have political parties in the political arena there is freedom of expression in the press. there is unconditional freedom to demonstrate, the freedom of association, freedom to set up several institutions, unions as well as political and social, intellectual organizations without any limitations. this has led to a free dialogue and participation by all peoples in all parts of the world. mr. president, the time of the previous regime for more than four decades saw fragrant -- flagrant violations of human rights, torture, detention without trial, expeditionary killing, humiliation of citizens, mistreatment. the when the revolution erupted on 17 february through peaceful demonstrations, the previous regime faced them down with bullets and oppression in a grave violation of international humanitarian law and human rights law. hence the human rights council suspended libya's membership in said council. and set up an international fact-finding c

getting squeeze. let's go forward to january 1. that's when defense department cuts are supposed to take place. 60 days in advance that november 2, warning notices are supposed to go out from contractors to their employees saying here comes some layoffs. the administration does not want layoff warnings going off right before the election. so they said to people like lockheed martin. you don't need to send these layoff warnings out. they say they are hypothetical. lockheed martin says it is the law. we must send the out the notices. the administration says if you don't send out the warnings, then we'll indem anyify you, we'll cover lawsuits that might result if there are layoffs. so the taxpayer is on the hook for not sending out these warning notices. it's pure politics. martha: it's unbelievable, frankly. either we are going to have these defense cut layoffs as a result of sequestration because nobody in washington seems to be able to come together on a budget deal. don't they have to face the ramifications of that and say we are going to have these defense cuts and that means we have t

by gutting the military, with the president's devastating defense cuts, by equivocating when you speak overseas about these issues, it projects weakness. when america projects weakness, our adversaries are more willing to test us. they have more incentive to attack us and our allies are less willing to trust us. >> republicans have been clamoring for more paul ryan on the campaign trail. romney and ryan campaigning together an illustration of that, although it's just for today. romney will continue campaigning in ohio tomorrow. but ryan will go elsewhere. standing in for mr. ryan, campaigning alongside romney tomorrow, the golden bear, ohio native and golf giant jack nicholas tomorrow. >> shep: polls are showing that governor remain knee is trailing in ohio and other battle ground states. what's the plan? >> well, jack nicholas couldn't hurt. but obviously the romney campaign recognizes that ohio really is their must win state. to that end today, the romney campaign's political director and their on-line internet director both came and talked to reporters today and made the argument th

's why we are now building a nato missile defense system to protect our populations against milz attacks. piracy, this is the reasons why we conduct counterpiracy operation. so across the board we have taken on responsibility for new missions but, again, with the core task to protect our citizens against any threat. >> rose: how much of that is borne by the united states, both in terms of budget and in terms of resources? >> a lot, of course. the united states is the biggest ally accounting for around 80% of the overall defense expenditure in our alliance. so it really is a huge contribution. but politically i think it's of jut most importance also for a superpower like the united states to have allies in europe, like-minded democracies. i find it of utmost importance that democracies in europe and north america stand together shoulder to shoulder to defend our common values. >> rose: when you talk about missile defense, against missiles coming from where? >> well, actually, our missile defense system is not directed against any specific country but it aims at protecting our populations

of this country and support the smart investment to ensure a strong defense down the road. take this opportunity to turn off your cellphones. thank you. joining us today, four distinguished military leaders and representatives from the department of defense. very concerned childhood obesity poses a real threat to our long-term national security. let me introduce our speakers. general richard myers served as chairman of the joint chiefs of staff from 2001-2005. admiral james loy, u.s. coast guard retired. former deputy u.s. secretary of homeland security. the attendant general norman seip brigadier-general belinda pinckney and mr. charles milam, acting secretary of defense for military community family policy. our first speaker will be admiral james loy. we will take a few questions from the me after all the speakers conclude and we will segway to 1-on-1 interviews. thank you. >> good morning to you all. thank you, amy and thank you for use -- for your personal commitment to this cause. if you think this is difficult, try 300 general officers. thanks to the leadership of amy's team we made good p

a country where there has been no military or defense or no civilian oversight. and the chief of staff is doing an excellent job at the moment in terms of asserting authority given the limitation of the army. but at the same time there's no effective civilian way for that the. very quickly the issue of military. that's the biggest problem. we have people who have no experience. and the affairs they are assigned to. with the min stir of defense it has beened because he is [inaudible] he became a defense minister. you have the military itself. is the middle of the bureaucrats who don't like to get anything done at any level. so anything comes from the top anything coming from the bottom up so you have and we had a long conversation on -- [inaudible] , you know, ambassador stephens he was complaining we were [inaudible] but the libyans are not taking and nay don't know how to incorporate the help they ask for and we are offering. and so the question was what can be done? you have to develop channels. i think task forces that deal with specific things that go around the bypass the bureaucr

with the defense cut. equivocating when you speak overseas about these issues, it projects weakness. the adversaries have more incentive toy tack us and allies are less willing to trust us. >> ryan and romney part company and will travel sepately tomorrow. but in ohio where he trails in the poll he has a new campaigner by his side. goldp bear, golfing legend and ohio native jack nicklaus will campaign with romney tomorrow. they argue that the public polls are inned a kate. they say it's a virtual tie in the wire in ohio and across the country six weeks from tonight. bret? >> bret: 42 days. carl call ron live in ohio. thank you. home rices were up 1.2% this july compared to last year. the second straight monthly gain. after two years without one. stocks were down today. dow lost 101. s&p 500 fell 15. nasdaq gave back 43. how a disputed call at a football game is bringing political enemies together. that's later in the grapevine. up next, bringing a are you puteed terrorist back to america for justice. copd makes it hard to breathe, but with advair, i'm breathing better. so now i can

on 60 minutes ? >> i think that romney did, president obama looking defensive. and when he looks defensive he is not obama 2008. >> i do not agree, i think that own ebobama swept it he was cled looked human, and took characteristic that americans like about him, his likability. lou: i thought this first two parts, the two men were responding to questions, that was a tie between the two. have you two smart knowledgeable guys, second part with issue of leadership, scott pelley, and crop, and i mean, romney was terrific, i have to tell i, obama of flat as he could be. that is the reason i give the night to romney. >> thank you, both. appreciate it. >> thank you, lou. lou: a slow weekend at the box was on the, i mean close. somebody is getting kind of tired of hollywood. and what they are putting out, overall box office receipts down 25% from the si -- same period r ago, something is going on, hollywood better figure it out, iit may have something to to wih their talk about politics, and police drama end of watch, taking top spot with $13.1 million, that is all, and horror film, hous

was on cruise control, sort of playing a prevent defense against newt gingrich. but then once gingrich won south carolina, he turned it on. the next couple of debates, everybody talked about gingrich master debater and romney won. he does have some debating skills. >> he's good under pressure. and the good part is, he's under pressure. >> here's the historical problem with that, there's very little correlation between debate performance and changing the dynamic of a race. you have to search wide and far to find somewhere where the debate has changed the dynamic in the race in a person who's not leading 45 days out if a guy comes back and wins that race. he's up against history here for changing the dynamic. >> but there is a challenge. he has to be likable. only one out of five americans are going to watch this. those are the opinion makers across this country. what he has to be is likable. the pundits say, he didn't make this point or that point. you decide who wins a debate on television with a sound-off, not on. >> i disagree with you a little bit. you go back to 2004. john kerry went into th

as the defense and its face it popular at the beginning like the health care reform act and so long, the stimulus looked upon unfavorably by a lot of voters because even though many have felt the economy come back from cataclysmic tester it didn't exactly turn into a picture of health and voters tend to be unforgiving on things like that. what's going on? the first factor is the economy. it's not great now, but it's better than it used to be and i think we are beginning to get the sense that voters are getting credit for how much things have improved relative to a disastrous economic situation in the first year. voters can remember a few years back there some political scientist who maintained they can't remember what they had for breakfast and basically they just voted what's happening. i think we see in fact there is an influence of where it went before and how people see the current incumbent in that light so as we are seeing the economy pick up a bit with consumer confidence gain strength that this is helping obama take the edge of the economic strategy to say obama is the president come is a

. >> anything else you would like to tell us that the defense committee would be helpful if we knew? >> all i would say is, you know, coming out from it in sitting here, back in london and not having access to all the things come you are driven by a perception of what is going on by the media. and i do think we are going to have some pretty difficult times ahead, that there's going to be corruption scandals and all of that, but i don't see anything that i've seen in the last year sufficiently bad to derail this strategy. and i do think we've got the right policy in terms of the time to go. we could come out earlier. he could come out earlier and in greece the risk. the corollary of that ip is listed under would be more likely. i don't think that's true. i think there comes a point where you've outlived your usefulness and coming out in an orderly a fashion by the end of 2014 will tip the balance. i think the taliban will find it difficult to sustain an insurgent the against the people when we remove their excuse they are fighting and that will tip the balance. so however difficult it is, it i

as the trial gets started is that the defense is not saying their client didn't do it. they are saying merely that it was a crime of passion, that she just snapped which would make it a manslaughter case not first-degree murder. they say the woman was consumed with jealousy and rage when she murdered michelle lee in a parking garage last year. she was convinced lee was having an affair with the father of her child and carefully planned out the killing, finding out lee's schedule so she would know wher. lee was a nursing student who disappeared about a year ago. local police pieced together the mystery and arrested the woman that september, a few months later. ten days after the arrest lee's remains were found on a path in a local canyon outside of san francisco. in opening statements defense attorneys telling the jury that a smoldering july just see called esteban to lose it. text messages will play a bill role in 24 tria this trial as prosecutors will show threatening tex from esteban, both to her child and to lee, telling her husband that michelle lee had dug her own grave by having an affa

they will hear a challenge to the defense of marriage act which you'll remember the administration has announced it will no longer defend in court. there is also the prop 8 case out of california. a voter approved amendment to the state's constitution which would give only legal recognition to marriage between a man and a woman. we're waiting. standing by, shep. >> shepard: all right. shannon bream in d.c. shannon, thanks. new accusations tonight that the justice department is spying on a lot more americans these days. that's according to the american civil liberties union. the aclu reports that from 2009 to 2011 orders for warrantless telephone surveillance went up 60%. emails and network data increased by 361%. this kind of surveillance doesn't involve monitoring the content of conversations they tell us. that is the government is keeping tabs on to whom people are talking but not what they are saying still an aclu representative says a rise in surveillance is some cause for concern. >> the people have a right to know how these extremely invasive surveillance powers are being used and if there

point? the former chief speechwriter for george w. bush and his defense secretary donald rumsfeld. he joins us from the american enterprise institute in wash where he writes on foreign policy and defense issues. good morning. >> good morning. how are you? >> i'm good. thank you so much for joining us. this is a chance for mr. romney to look presidential at a time when polls show strong support for mr. obama's foreign policy is slipping. you are a former speechwriter. what does governor romney need to say today? >> well, it is interesting because president obama -- just a few weeks ago president obama was boasting about his foreign policy achievements and mocking mitt romney for how little foreign policy experience he has. it is a difference what a couple of weeks makes. as you point out the polls show the support for president obama's foreign policy is dropping particularly among independents. "wall street journal" poll in august showed that they supported obama's porn policy -- approved by a margin -- foreign policy approved by a margin of four points. it has become a central issue i

an impassioned defense of the expression of freedom worldwide. mitt romney urged other nations to emulate the free economy and suggested that the obama leadership in the middle east has been inadequate and reactive. this is a short piece to start us off from the president at united nations yesterday, talking about the middle east. [video clip] >> i believe that this message must be rejected by all those who respect our common humanity. i have made it clear that the united states had nothing to do with this video. it is an insult to muslims, and everyone. we are the home to muslims worship across our country. we not only respect the freedom of religion, we have laws that protect individuals from being harmed because of how they look or what they believe. we understand why people take offense to this video because millions of our citizens are among them. host: more headlines following these speeches, "obama talks tough on mideast extremism."
